The canton in Vivec where Vivec lives, has levels of water.
Shouldn't they too have Shiny water for continuity sake?

I don't see how that would be possible without content modifications. These waterfalls are just regular models with a texture that looks watery. OpenMW actually does not know that they represent water and therefore has no way of automatically adjusting them.

Not the waterfalls, the water on the levels/steps. Just where the crosshair is in the screenshot. That is plain static water, but not shiny.

That is exactly the same situation as with the waterfalls. Nothing we can do about it.

The same issue. This is not a real water.

Also, let's not forget that in future we should allow adding "water blocks" independent from the global water level. This allow us to make mountain lakes and replace this fake canton water with real water.

I agree with this. It's always been such a hokey mess having every single water feature in Morrowind being at the same level.
