Moved refs in Editor context

Need your input please. I don't quite understand the moved reference tags (MVRF) and how it is meant to work in the Editor context.

To begin with, I don't see why the Editor would ever generate one. If a reference is moved to another cell, why not simply make that ref part of the new cell rather than tag the movement of the ref on the current cell for processing at a later time?

For compatibility, I suppose the Editor needs to be able to load such records from mods (MVRF records do not exist in the 3 official esm's) Examples with these records include Necessities of Morrowind (NoM 3.0.exp) and Redesigned Vivec.

Feel free to let me know if I got this completely wrong ;-)

The key point being
