Info Record IDs

Getting a bit confused here about how info record IDs are chosen (by the CS). The documentation that I can find on it is clearly incorrect. Does anyone have any insights into this?

btw. there was a bug in the ESMTool, that stopped info record IDs from being displayed correctly. That is fixed in my dialogue branch now.
