Trying again!

- Launcher implemented
- Misc. code cleanup
- Some optimizations implemented, further optimizations are planned
- Fix to allow resource loading outside of BSA files
- Fix to search for openmw.cfg in the correct locations
- Added the TCL alias for ToggleCollision
- Added missing cfg file support for some command line options
- Added reporting of resulting state to Toggle-type script instructions
- Fix for some NPC IDs being interpreted as Topic IDs
- Implemented back-end for player journal
- Implemented MessageBox
- Implemented tab-completion in console
- Implemented handling multiple data directories
- Fix for accessing objects in cells via ID with mixed or upper case IDs

- Fixed unicode conversion issue to allow localized encoding of gui strings

Alright, let me know when you want the announcement reposted. It'll be the same thing as last time, with the new changelog. I suppose we are waiting on the windows build?

Yes. You don't need my okay to do the release at this point (you are the release manager after all). Just make sure that the fixed Windows package has been uploaded first.

Should I take the Readme file directly from the git tree or is there another one I should use?

I've reuploaded the windows release with the Readme.txt and, possibly, missing DirectX DLL.

Works in Wine 1.3.28. Don't have Windows to test it but I did need to install DirectX 9 Redistributable and Visual C++ 2010 Runtime libraries.

I'm putting the new win32 package on the google code downloads, could a few people (Rhys?) try it and see if it works better?
