Something strange is def going on. I'm unable to do any testing at the moment, here's what I would give a try if you can:

1) Does this happen with EVERY combat Julan is in with you?
2) Bait Julan into attacking you. Can he hit?
3) Bait something into attacking you, then see if guards are able to hit it
4) Open the console and hit any NPC with this line: "AIFollow, player 0, 0, 0, 0" and then start a combat with something. Can your new companion hit it?

Not with every attack no, he does attack my attacker, eventually, after many on and offs, but often times, he doesn't attack my attacker like you saw in the video.

Same answer as above, replace "my attacker" with "me", I've noticed that the battle music turns off whenever Julan stops attacking me.

I ran this console command, "PlaceAtPC,"dagoth_ur_2",1,20,1" and all the guards attacked Dagoth, even Julan, but it's intermittent though, he would sometimes stop attacking.
4) Open the console and hit any NPC with this line: "AIFollow, player 0, 0, 0, 0" and then start a combat with something. Can your new companion hit it?
I am unsure on how to do this.

Only Julan stopped attacking sometimes? Or Julan and the guards? I'll look into it, but it will be over a week before I get a chance to.

Just Julan stops attacking.

BTW, the attacking guards aren't part of Vanilla, they come from the mod MCA (Morrowind Comes Alive).

I don't see any combat issues in my current testing of Julan.

I do see him occasionally switching into a "dance" animation, which I don't recall from vanilla.

The "can't teleport from interior cell to exterior cell" problem is similar to the issue in Companion Teleport. Bug report #4117 at https://bugs.openmw.org/issues/4117 covers this. Possible workaround is to use positioncell to move Julan to an exterior location before applying the setpos to him. Affected scripts are KS_Julan_Interv (for recall and almsivi/divine intervvention) and KS_Julan_Comehere (for recalling using his telepathy ring. KS_Jul_Recallring includes similar code, but I've not yet seen it called. Probably similar situation with Shani, but my testing hasn't got that far yet.

I'm not sure what's causing this odd behavior from Julan then.

I get a "Missing race night elf" message which prevents the game loading for me, so I need to identify the missing mod and install it.

It indicates you are level 73 - it's possible that is causing the problem if Julan's skills or stats are based on the player's level.
