It actually depends on the person, not everyone "sees" in the same way.

Most of the human population will see more than 24 fps, only the extremes will see just the 24 fps or less. More than 50% of the population will benefit greatly from FPS of 45+.

This is a tricky question. And much confusion about it is related to the fact, that this question is NOT the same as:
How many frames per second do I have to have to make motions look fluid?
And it's not the same as
How many frames per second makes the movie stop flickering?
And it's not the same as
What is the shortest frame a human eye would notice?

And incidentally, there is also game reactivity. If you play with 60fps and an operation (like a mouse click) requires three frames to see its effects it will require 1/20 of second; but if you play with 120fps, it will require only 1/40.

3d shooters hard core players say that makes the difference, even if they indeed cannot distinguish between two demos recorded in one way or the other.

Personally? I don't care much, but I am still in awe in front of the fluidity of some games nowadays. It is a bit different than 20 years ago...
