What patches do I need for this game?

The only patch I have so far is the Morrowind Patch Project from the Assimilation Lab.

As I played through the game I did notice some issues with certain NPCs. For example there exists a Slave who can not be freed because he is accidentally marked as a general "Actor" not a "Slave" in his class field.

Are there any patches that fix these sort of issues? One great ESM BSA patch that just corrects vanilla Morrowind issues would be ideal.

as far as know there's unofficial morrowind patch (ump) and morrowind patch project (mpp) and few script fixers, object placement fixes, texture fixes, dialogue fixes and what not. mpp is fullest what have read althought contains many renamed doors and all what makes it kinda subjective to make but do more good than harm

As I play test the vanilla game with OpenMW in its entirety I do note these issues and then investigate their cause. Starting with Morrowind wikis.

Thepal's UMP is older version of MPP.
TAL UMP is a new project.
And MPP is outdated to begin with!
