Are mods such as CM Partners 3.0 and Teleportation mods such as Melian's compatible?

"CM Partners" does not rely on third-party software which should make it compatible with OpenMW. Since nobody has tested it so far you could simply install it, see if it works, and report back to our Wiki page. This would help others who want to use this mod in OpenMW too.
Regarding "Melian's Teleport Mod":
That particular mod uses MWSE which makes it incompatible with OpenMW. Other teleportation mods may not have this dependency though. In general, you have to look at a mod's description: Does it require anything else than Morrowind (or Tribunal and Bloodmoon)? If yes, it will most likely not (or only partially) work in OpenMW.
