Is it possible to play as creatures

If not, any idea if there are plans to implement it

No and no, and if someone submitted a pull request for it, it might be considered after 1.0. I doubt there's very much demand for this, but it's kind of a cool idea. Would make a fun game mode in TES3MP.

In TES3MP there is a "disguise" command that administrators can utilise. It makes chosen player appear as a creature to other players (but still looks normal on player's own screen).

Hm, MW Modhistory's current unreliability makes it a bit annoying to download Great House Dagoth. Something like the disguise command, but also appearing in the player's perception, would be perfect for greatly simplifying the scripting of certain parts of the mod (that currently contribute to its OpenMW incompatibility) after 1.0, but that does not help that particular mod much if the permissions don't allow modifying it or making a modifying addon plugin. Still, it does show the potential of things like that even for serious singleplayer-aimed mods.

As long as the result is dependent on the original rather than a modified and re-distributed version of the original, getting permission is perhaps polite but ultimately not required. Mod authors can't refuse permission to make a plugin dependent on theirs.
