Area and Location Settings

My idea is that area and location settings should be defined by markers instead of by cell.
Because map markers and location data can currently only be set cell-by-cell, it is very inaccurate, not accounting for the possibility of a cell containing multiple areas (preventing us from having more specific map markers), or not all being part of the same area (example: a cell needed to be marked 'Vivec, Telvanni', to prevent the player from resting there even though it only contained a small sliver of that canton).
If anyone has any feedback or knows how they could implement this, that would be great.
