I am not aware of any limit. Of course if you make a cell truely gigantic eventually you would run into performance trouble. But I don't think there is a hard limit.
Is there something planned like Skyrim that aids in loading and unloading portions of interiors. I forget exactly how it works, but you're able to mark areas that aren't in line of sight so when you're in one section of a an interior, the other isn't loaded. I think it's different from simply not drawing things you don't see, because it doesn't even have the information loaded at all. Interior size isn't really that important yet, but as more graphical features are added, I expect interior frame rates will start to become a problem.
