It isn't clear where or how to report a bug and the Bug Reporting Guidelines don't specify where or how to do that. That would be helpful for new people reporting bugs and people like me who do it rarely who forgot which of the many links to click. All it needs is line saying To report bugs, you must be a registered member and click on New Issue, and then saying what to include in your bug report. Or something like that. Something that guides you on how to report bugs, hence the purpose of a guideline. If instructions were laid out in the guidelines then it would be much easier to know what to do without having to ask questions each time.
