Ubuntu 19.10: Add Release file to PPA.

Currently Ubuntu 19.10 Eoan is not officially supported by the PPA, and therefore cannot be installed with it. Attempting to add the PPA will result in the following message:

E: The repository 'http://ppa.launchpad.net/openmw/openmw/ubuntu eoan Release' does not have a Release file.

Correct, Eoan wasn't on the radar when 0.45 was released. With 0.46 on the way... we'll release for Eoan then.

In the mean time, you can use the nightly which is built on Eoan.

If you want OpenMW 0.45 on Eoan, then you can get the official package from Ubuntu themselves:
https://packages.ubuntu.com/eoan/openmw
