You can use the IRC channel, though usually people open a topic in the development forum for discussion feature implementation issues.

By clicking the #openmw link in the navigation bar up top you will be directed to an in-browser IRC channel :) I don't know the address and all that so if you want to use an IRC client you will have to ask in there.
