MYGUI version 3.2.0 was just released. Would it be useful for the devs if folks post updates to libraries OpenMW uses? Does OpenMW usually incorporate the latest version of libraries? If so, I can keep track of the assorted libraries.

We don't automatically update, when a new library version is released. Only when it is needed. Also, in general the respective people are aware when these updates happen.
As for MyGUI, we currently have an older slightly modified version of it embedded into the repository. We will replace it eventually with a newer version, but not for 0.13.0.
