I would venture to guess that every time you exit dialogue via goodbye, the NPC immediately forcegreets you back into dialogue. Do you perhaps run a mod that messes around with the guard bounty dialogue?

Best way to tell is to switch all of your mods off, then see if you can replicate the issue. Then, if you can't, switch half of the mods on and see if it resurfaces. If it does, then the mod is in that half of the batch, if not, then the mod is in the other half. Rinse and repeat and you'll quickly find which one is causing the problem, if any.

Log doesn't say anything about this. It could very well be that the fault is in the data files instead of the OpenMW engine. If you try playing this mod on vanilla Morrowind engine, perhaps the same thing happens?

Unfortunately, I have no access to Vanilla Morrowind, as the CD is not being detected by my PC anymore.
I was able to save the original game assets on USB when I was backing up for my update from Xubuntu 14.04 to 16.04, I was able to save the data files, but not the exe files.

So, I cannot test this on Vanilla.
