No. OpenMW allow to use a separate data folder for every plugin. If you use this method, you can easily enable/disable plugins without deleting any files.

I did everything you told me to and my game still freezes when I get near Balmora
I'm using the latest OSX nightly build (as of this comment that is the July 6 version).
I deleted Morrowind and OpenMW completely and then reinstalled.
I reorganized my mods using the multiple data folder system as you suggested (love it btw, so much easier to install/uninstall mods)
The "good" news is I tested the save on absolutely no mods again, and there was no issue. I'm getting more certain it's a mod issue.
Not sure how important this is, but: the bug seems to happen (or at least I notice it happening) after I explore this one portion of the Ascadian Isles.
I stumbled upon the Nexus version of the file (http://www.nexusmods.com/morrowind/mods/302/?) and the comments reveal several other users suffered similar freezes in their games.
