The interesting question is what they actually do.

I mean, if moons don't appear on the horizon in game, is that a developer short cut or do the Moons in-world just appear in the sky from nowhere and later disappear. I could imagine that happening in Tamriel - the Necromancer's Moon for instance is a separate body that only exists at certain times, so there is a precedent.

On the other hand It's worth remembering that in vanilla MW the fog was such that no one was likely to see the horizon anyway so there wouldn't have been a lot of point in showing moonrises. And if the moons do rise in game lore, then occasional double moonrise would be really nice.

Has anyone looked at what the moons do in Skyrim and Oblivion?

I didn't realize this thread was still active, but basically I already committed code a bit ago to master that attempts to replicate original Morrowind's settings for the moons. Keep an eye out next time you're playing a nightly.
