Question
Is there any way that someone could use your engine to develop there own game? And if so are there tutorials on how to?

Yes, that is very possible. OpenMW is an engine that just happens to read Morrowind's data files. But if you can make your own game out of it (including assets - so that means landscaping, all the models, all the textures, all the writing, everything!), it's definitely possible. There aren't any tutorials on that though. As you might imagine, this is a massive undertaking and neither OpenMW nor OpenCS are done.
Perhaps you could send a PM to Deonsion. He's trying to get an asset replacement thing going. Creating a library of assets that people can freely use will help not just you, but other developers make their own content as well.

There are, however, plenty of tutorials on morrowind modding. Anything that works there works in our engine, you can even use it's "construction set". If you give us a few years well have a much more robust system, but right now opencs isn't finished enough to make an entire game.
