Wiki page about release cycles

I created a new page on the wiki: Release cycles.

Before adding it to the developer reference, I think it is preferable if someone with better English expression skill has a look at it to spot my mistakes.

I took a whack at it. I changed a lot of stuff so look it over to make sure it's still accurate.
