Think to Balmora, it is the second largest settlement in island Morrowind and still it seems an hamlet compared to the cities we are seeing in Sacred East. It is really intended that new city is so much larger?

I really cannot understand why they continue to expand the external areas in such gigantic way... The main island of Morrowind becomes soon in the wrong scale. Beside what is the point if there are no quest?

To make everyone happy you might want to add a new subrecord, for example "SANE".
If the subrecord is present the object has a OpenMW behavior, if it does not the object has a Morrowind, possibly insane, behavior.
