because they are more akin to bugfixes rather than being "tweaks". They are tweaks, quite subjective, and they may do not fit everyone's setup. So they are supposed to be implemented as Lua-based mods (basically, in the same way as they are implemented in MWSE) instead of engine-side feat...

I have a suspicion that you actually used a non-English game or mods in your old setup, so a non-English text got into savegame. In this case your current OpenMW installation just can not display that non-Latin characters. If you attach an affected savegame, we will be able to check what is actually...

Which RC do you use (RC3 or older builds)? Which OS do you have? If it is Windows, do you have any non-latin characters in your username? Do you have any errors in log files (openmw.log and launcher.log)?

P.S. AIDA64 identifies Windows version as 10.0.19043.2006 (Win10 21H1 May 2021 Update) If you use 0.48 RC2, you can try to test this archive. It contains the "OpenMW_MSVC2019_64_RelWithDebInfo_revert_filesystem.zip" file with packed OpenMW distro. It has fixes related to non-ASCII paths, ...

It is supposed to be by default, but our OSG's fork had a commit which forced OSG to use floats instead of doubles in matrices to increase FPS a bit. We dropped this commit some time ago.

Yes, it is. As I said, shadows at night use a fake light source (as in interiors) rather than completely disappear.
