Yes, this is something TR listed as a "killer feature" that may compel them to become OpenMW-exclusive, because the benefits are so great. But whether it could, or should, work as in later Bethesda games is uncertain. Would resampling 8192x8192 cells in such a ways that we get to 4096x4096...

Aside from doing what Bethesda did (which is as likely as not), if someone knows any relevant alternatives in the wild that allow multiple water heights in the worldspace, post it here.

Seriously though, we have a mostly working soft shadows MR that, hopefully, is only temporarily closed. It's absolutely within reach, if the relevant know-how is developed to fill the remaining gaps.

Per-cell water levels make a lot more sense in Oblivion, Fallout and Skyrim, where cells are 4096x4096 in size. It's impossible to recreate the same landscape with 8192x8192 cells. It's on the tracker, and substantial progress was made on it. Hopefully it can be picked up again before the next main release, as it looks very, very cool in game.
