The difficulty in oblivion varies depending on your level. As you level up all enemies (someone correct me if I am wrong) level with you. The result of this sometimes can actually make the game more difficult as you reach higher levels. I hated oblivion's level-scaling and it was a game breaker for...

Edit: I just checked and it seems that Solstheim is about 10 * 12 cells. 8 * 8 would be pretty big, it seems. So how about 5*5 cells? When you factor in the amount of coastline and ocean on Greendogo's map, I imagine 5 x 5 would be too small for what he is describing. I guess that would give about ...

The cell "Sotha Sil" is completely empty. It's exists for dialogue and to simplify scripts, IIRC. It's the same as the cell "Mournhold".

Yet I think scripting language is somewhat pointless if openmw does not have many modders. Openmw can have a wonderful language, but if no-one uses it is a waste. Can expect many persons writing mods that cannot be played with original Morrowind? FWIW, I'm really wanting to make a full-on mod that ...
