CC, have you ever gotten in touch with Alenet? He's the developer for OblivionReloaded and knows a lot about Oblivion's engine. Currently he's experimenting with getting multithreading to work with Oblivion. It seems like you two are working in generally the same area.

One could use Animation Compilation as a base animation fix, then use the optional extracted kf files from Jammings Off as a patch to reduce collision issues with NPCs.
