CC, have you ever gotten in touch with Alenet? He's the developer for OblivionReloaded and knows a lot about Oblivion's engine. Currently he's experimenting with getting multithreading to work with Oblivion. It seems like you two are working in generally the same area.

Here's a possibility this feature seems to open up. One could use Animation Compilation as a base animation fix, then use the optional extracted kf files from Jammings Off as a patch to reduce collision issues with NPCs.
