It seems like the NSIS template only adds a so-called MUI_PAGE_LICENSE, which makes it kind of hard to modify how that page works. Unfortunately I don't think the CPack settings allow for a license you can choose to decline, I guess moving it around so the license is installed to the game directory would work better.
