Outside file permissions, the only problem here is that GitHub's API anonymous usage has a limit of 60 calls, per hour, per IP. I don't have the mods installed that you're talking about, but I can't reproduce what you describe. All spells, including conjuration, work fine without a FPS drop, and with distant land enabled (though only set to 20000).

If you have a copy of Morrowind installed already, is there any reason you would want to create a new installation from a CD, Steam, etc?
