Bug #3576: Minor differences in AI reaction to hostile spell effects
I wrote a response in the linked topic. But anyway, the main issue here could be rewritten like "AI followers counted the friendly-fire magic effects cast on them differently from original game" or something.

Yeah, looking back, maybe I shouldn't have done that. The main goal of that change was not that part, it was counting each effect in a spell or enchantment as a separate "hit" for when followers decide to go hostile, and this is what the bug report title was referring to, but I added that ...

Yeah as I noted in that PR, the commit immediately before that PR is merged does not have the problem, while the merging commit does have it, so I'm pretty sure that the problem is there.
