Could we maybe use the actual fonts from morrowind, in the Data Files/Fonts directory? In a localised version, they would presumably be guaranteed to have the localised characters. I think there's quite a lack of developers using windows - it's a pain in the arse to get openmw to compile, I tried with vs2010 before, but it just wasn't worth the effort.
