Well, first off, Missing Bounds and MultiMarkOMW will conflict, so are you sure that's not the problem there? (OMW's multimark variation apparently needed the same spare spell effects to function properly at the moment.)

Where the intended behaviour is debatable, sometimes a specific solution is chosen because it results in much cleaner code. How about a spell like this? Drain magicka to 1. Restore 1 magicka. This way you get 100% magicka and restore it. Okay, sure...Doesn't work if you have more than 101 Magicka though. Yeah, okay, you could make a version that restores more...Doesn't work if you have more than 200 then. IOW, worthless...
