I don't even know why we need other languages at all. Like, not a clue. That says nothing about C#, says quite a lot about CR, but is nontheless invalid. It does. But, as psi29a mentioned, you can get one free if you work on an open source project.
Visual Studio is the king of IDEs
Only for .NET languages (especially C#), in my opinion. I really don't like how it handles C++,

On my laptop (which uses Intel HD 4000), OpenMW runs at 20-45 FPS outdoors (maxed out graphics, 4x AA).
