I think what they're talking about is a sort of collision for walking animations. I'm not sure how well I can explain it, it appears in Fallout 3 and Skyrim. Based on reading this thread, I think defining "holes" in the terrain and/or being able to place heightmap grid objects would probably be the best idea. So I'm not sure if this has been mentioned here before, but since that remake of the Daedric font just got posted, I thought I'd bring it up. The default font Morrowind uses is called Magic Cards, but even the truetype version of it is closed source, so it's obvious as to why it hasn't been included...

Agreed. I really wish Morrowind had a toggle free camera (tfc) command like Skyrim and Oblivion.

Ahh you are referring to that. Also, iirc, the CHIM was actually the race of the Dunmer previously, they were cursed and now they have the ashy skin you see today and their voices are also like this because of the curse (forgot who cast the curse and how they earned it). Vivec is the only CHIM left...
