This does make me think of something else, however: for this to work, I think you'd need it to only apply when the range and area parameters for the effects are the same. Otherwise you could abuse this to make kinda broken spells. For example, you'd be able to make the Blind effect have an area of ...

Well, you can always make a custom light spell with target "self". Your Illusion skill will obviously be important here.
But it sounds like what you want is an infinite light. Just make sure to stow it before you go underwater.

My current install has texture problems with heather and corkbulb, as well as several plants that are still containers (comberry for one, don't remember the others off the top of my head).

There's a tool provided by OpenMW called "essimporter" that you can use to convert a Vanilla saved game to an OpenMW saved game.
I haven't used it, and so won't guarantee that i will work for everything, but it's certainly worth trying.
