So I actually fixed it. I think something went wrong with the initial installation of Morrowind. I did a clean install and everything worked fine.

Ah, interesting. The eastern half of Port Telvannis does have a pretty big slave market, which has at least one guard wandering around. Plus there are a number of other complex paths with raised terrain that sometimes act as a barriers to NPCs.

Fixed it! I think the problem was that I'd directed the installation to the Morrowind folder, and not the Data Files folder. It seems to pick the Morrowind folder by default. At any rate, it appears to be working, now.
Whenever I try to run the OpenMW launcher, I get a message saying that it can't find the data files. When I go to the launcher, the data files tab is empty.
