I use latest .fbx that ships with Maya 2017. So I'm using StingrayPBS material and that's probably why you can't open in Blender. Constrain may not be working correctly or you deleted keyframes for the head, try to constrain head joint (child) to the helmet (parent).

For the head try to rotate joint for 90 degrees and then bake it.

Yes, I'd like to replace skeleton with something more customizable. As for animations... Well, personally I think morrowind skeleton should be replaced first.
