It's probably best to have this discussion after shadows get merged as I'm pretty sure it's not possible to have terrain reflections without object reflections in master-branch OpenMW.
Most of the infrastructure to disable static object water reflections exists in the shadows branch (and due to an oversight, they were permanently off until yesterday) but I'm not really sure they're a particular performance hog. If they are, though, it might be a better option to make water reflect...

Bloodmoon and Tribunal should work with current versions of OpenMW. The goal for 1.0 is to support everything that the vanilla engine did, so it would be pretty crap if we didn't support the official DLC.
I did as it unfolded and it just gave me the impression that you're happy doing the work as long as it's not all at once, but there's no reason why you have to do it all at once.

If it's a dev doing it instead of a user it might be harder to understand. There's also the issue of different writing styles making things inconsistent. At the least, you'd have to review all the entries to ensure they make sense and don't sound like they were written by fifty different people.
