Log doesn't say anything about this. It could very well be that the fault is in the data files instead of the OpenMW engine. If you try playing this mod on vanilla Morrowind engine, perhaps the same thing happens?

Best way to tell is to switch all of your mods off, then see if you can replicate the issue. Then, if you can't, switch half of the mods on and see if it resurfaces. If it does, then the mod is in that half of the batch, if not, then the mod is in the other half. Rinse and repeat and you'll quickly ...

I would venture to guess that every time you exit dialogue via goodbye, the NPC immediately forcegreets you back into dialogue. Do you perhaps run a mod that messes around with the guard bounty dialogue?

The legend is back!

I think manual reload is fine. Something like File->Reload Assets. Tracking assets would probably be a little too intense and from the sound of it too over-complicated implement for the small payoff in comfort.

"viewing distance = 6666.6"

This determines how far the fog goes. If you set the game to load 1 instead of 2 cells, those farther cells will still be covered by fog if your viewing distance is too low. I would increase your viewing distance so that you can see the extra loaded cells.

As settings-default.cfg says, you shouldn't edit it. The file that you do want to edit is settings.cfg, which on Windows is located in my games/OpenMW folder.
