It's OBS's buggy GL hooks. But any change in OpenMW's behavior here would be because of an updated dependency.

Yeah I was under the impression that dynamic normal map ripples were on the roadmap.

They're comparing the more-transparency-near-shores that MGEXE has. It's a nice feature. OpenMW doesn't have it right now.
