This is not how version have worked in the past. Most issues listed in the 0.43 have been inherited from previous versions. I just tried to make a clean install of Open-mw 0.42 release on windows 10 and had no problem
Some anti-virus are blocking open-mw executables because they don't know them.
Please check that something similar is not happening with you

The save game importer is far from being complete.
Its development is not a priority (compared to engine's development) and we should not expect it to be completed soon.

It's always possible to use nightly to get benefit for new features and improvement as soon as possible.
Stability of nightly build are not guaranteed becase no testing is done between compilation and upload, but most of the nightlies works perfectly fine
