I feel releasing with 1.0 without MWSE support might have OpenMW leave a bad taste in people's mouth. "This shit sucks, my mods don't work" and they may not go back to it. I've been told you only get one chance to make a first impression, so you shouldn't mess it up and that first impress...

I don't know whether it actually can edit the save files, but esmtool (included in the OpenMW source distribution, but not available with the Debian package distribution, at least) is made for editing esm and esp files.
