That would have to be done by a mod rather than the engine. Artifact lore is not associated with the item itself in the game data, so using vanilla assets there would be nothing for the engine to display.

It does require Morrowind.ini, but I was under the impression that that file already exists without running the vanilla engine. If that is not the case then I was mistaken.

I'm pretty sure you need to have run vanilla morrowind at least once before some of the files the wizard requires get set up. Try that and redo the wizard. You don't need to run the vanilla engine at any point to get OpenMW to work. You do need all assets to be unpacked from the installer before th...
