They can if they want to, but why? Morrowind is a game, OpenMW is an engine that will runs games. Different scope. It means that any games that work with OpenMW will also be playable on the switch.

TES Construction Set.exe is Bethesda's windows only binary. You might be able to run it via Wine for Android, but we cannot provide you any support as it is not ours. OpenMW comes with its own editor (construction set) known as OpenMW-CS. This can be ported to Android but how useful that would be is...
